Petrov was a noble Soviet, who wholly believed the only way to overcome the West was by infiltrating their infrastructure from within. While he understood the necessary evils in "mind invasion" to achieve these ends, he never truly trusted the KGB. These fears were difficult for him to shield and he was soon exposed to the reigning authorities. They convinced Petrov to undergo a sort of surgery, wherein his brain would be artificially amped. In reality, they used the event to install a primitive "v-chip" (pioneering the modern version now produced by Crey Industries) to monitor his thoughts.
Unknown to his keepers, the operation produced a sort of backlash effect, where Petrov was able to read the surface thoughts of those monitoring him. In this way he discovered massive corruption in the Soviet state and the KGB itself by elements of the insidious Council. Petrov learned over time how to subtly stun his herders and soon escaped the Soviet Union. He fled to the United States, hoping that the now devasted Paragon City would help hide his psychic signal.
Over the past year he has discovered rampant corruption among the officials of Paragon by something far worse than council... something that echoes with the emblem of a large red spider. He is determined to get to the bottom of this and to expose the Council's dark plans which destroyed his beloved Russia.
He has been carefully smuggling other members of his former research team to Paragon. Several of them were likewise "altered" and he hopes to reform his previous team using the aid of the C.C.C.P.
UPDATE: As of late, Disinformazia is holding together a very fragile CCCP Dva since the disappearance of Comrade Hero. While the decadent western rents have kept him constantly on a leash, he has hope for the future of the group.
His defeat of "Wulfen", a council mastermind posing as an informant, has energized his push to eliminate the Council from Paragon. It did, however, cost him his right eye.
