"The National" was Cuba's premier superhero during the late 1950's. Fidel Castro came to power in Cuba and sought to create a national defense force of superheroes. El Nacional was used by Castro for many covert missions during the early 60's. El Nacional met and became friends with a Col. Rasinov of the Soviet Union during this time. The Cold War was at its peak and the Cuban Missle Crisis occurred. Eventually Castro began to fear that superpowered heroes may pose as a threat to him and he arranged to have El Nacional eliminated. After a failed assissination attempt, El Nacional defected to the United States.

During the late 1960's and most of the 70's, El Nacional was famous in the US as one of the most dedicated heroes against injustice. However, El Nacional retired from adventuring in 1979 and went into seclusion. Very little is known about his whereabouts or activities for the last couple of decades.

El Nacional did appear recently and was involved in some of the training of the hero Madame Molotov. Molotov's father was the Col. Rasinov that became friends with El Nacional many years ago in Cuba. Molotov has since joined the CCCP and her father was killed by a member of the Council. El Nacional has since come out of retirement and has been seen in the alleys and streets of Paragon City.

El Nacional is dedicated to his homeland of Cuba. There has been some discussions by the CIA that he in fact has remained an agent for Castro during the several years in the United States. The assissination attempt on El Nacional may have been staged to allow a easier transition into the US. These theories have not been proven, but El Nacional remains a person of interest for the US government and one they attempt to keep tabs on at all times.
