Summary of Russian Ministry of Defense Report on Origin of Subject:
Carlos Santo Domingo was a technician working on a joint Cuban-Russian military project, "KV-85", which were efforts to create a powered armor suit for infantry forces. The New Aryan Dawn Society saw an opportunity to utilize the technology to bolster their own fledgling project of super soldiers. As operatives broke into the facility, Carlos quickly donned a prototype suit. He was successful in stopping the forces of NADS, however it was at a terrible price. The suit itself was controlled by a neural amplifier. Carlos found he was permanently grafted to the interface within the suit and removing it would mean his death. Entombed in the armor, he had chosen then to lead a life fighting for Cuba until further research could be conducted in hopes of developing a means to remove the suit safely.
Summary, Recommended Action for Subject:
Comrades, we are in a delicate situation with KV-85. As it is primarily Soviet technology the Russian military officials wish to have it tightly under state control. However Carlos has utilized his persona, 'KV-85' as a hero for the Cuban people. And his steadfast belief for using his powers to help those less fortunate might cause him to take pause with furthering WCO's plans.
Carlos is relatively young and his transformation into a super being a recent event, it may be best to have him fight alongside other dedicated members of the communist party. The Red Brigade would be an ideal group. We are unsure how resistant he will be to the influences of the decadent ways of the west. Even though he is a steadfast party member in Cuba, he does have relatives in the United States (which have left Cuba and declared themselves political refugees) and he may find himself following his heart for his people and culture more so than the communist party. However, he still would be a useful propaganda tool in promoting the Cuban government under proper supervision.
Additionally, as a hero he will be subjected to several violent encounters. The data logger in his suit will record the suit's performance during such conflicts. This data will be invaluable in judging this potential technology and greatly enhance our efforts with Project Sentinel. This data will be accessible in the event of the suits removal, or his death (which ever happens first, as we can always intercede if needed to liquidate him at a later date).
